Larry Morrison, AIA, FAICP

Founding Principal

As founding Principal of The Arroyo Group, Larry has directed a full range of planning and urban design projects including new towns, downtowns and transit-oriented development. The Arroyo Group’s body of work reflects Larry’s interests in inclusive community engagement, integration of the visual and performing arts into city planning and the invention of new solutions based on cultural context, economics and the integration of nature with the built environment. Built results of Larry’s work can be experienced in environments as diverse as the new town of Irvine, the historic downtown of Pasadena, the waterfront of Long Beach and the bustling Los Angeles Wholesale Produce Market. Despite Larry’s reduced involvement, he still offers valuable input into the planning process and many of The Arroyo Group’s plans incorporate his planning approach seen through all past plans. Larry holds a Bachelor’s degree in Architecture from the University of Arizona and received his Master’s degrees in Architecture and City Planning from the University of Pennsylvania

Philip Burns

Principal

Philip Burns' specialties include encouraging and mediating community engagement and public participation with diverse populations, data analysis, geographic information systems and form-based codes. Phil’s recent project management experience includes transit-oriented development plans for four Metro Rail stations in Inglewood, active transportation, first/last mile and VMT-reduction projects in Pasadena, Carson and the east San Gabriel Valley, and an open space vision plan for Arleta and Pacoima in the City of Los Angeles. Philip is fully bilingual in Spanish and English. He holds a bachelor’s degree in Urban Studies from Brown University and a Master of Planning (Preservation and Design concentration) with a Certificate in Real Estate Development from the University of Southern California.

 

Robert Paternoster, FAICP

Principal Planner

Bob Paternoster is a creative and energetic urban planner and community development manager. His broad skills and expertise make him equally adept at managing a team of design professionals, resolving community problems with a citizen group, or negotiating a public/private development partnership. His nationally recognized career has been primarily in the public sector. He understands local government, and exudes a “make it happen” approach which links planning and management to get results.

Bob previously served as the Planning Director for the cities of Pittsburgh, Pennsylvania; Sunnyvale, California; and Long Beach, California where he personally managed the Local Coastal Program and was Director of the Queensway Bay Project. He holds a Bachelor of Science in Civil Engineering from Lehigh University and a Master of City Planning from Harvard University.

Caryl Levy

Arts and Culture Specialist

Caryl M. Christian Levy’s practice as a professional public artist and studio artist blends her talents as a painter, printmaker, public artist and musician. Caryl’s studio works are held in both corporate and private collections nationally. Her public art collaborative works are sited nationally from Las Vegas and New Orleans and most recently in Ben Salem near Philadelphia and internationally in Canada, England, Korea and Singapore. Caryl has often consulted on public arts projects through her organization, CMC Fine Arts. Her focus upon the artist as a cultural resource and the role of technology in the arts have been presented at national and international conferences including “Planning the Arts for a New Singapore” in Singapore, “Art in Society” in Birmingham, England and “Technology Enhanced Learning: New Media” at USC.

Timothy Sloat

Senior Associate

Timothy Sloat is an architect and planner experienced in the preparation of master and site plans. Tim has nearly twenty years’ experience working as an architect and urban designer with The Arroyo Group and several developers.  His work with The Arroyo Group includes three-dimensional visualizations for the Pasadena Civic Center and the development of reuse concepts for 755 acres in the City of Brisbane located adjacent to the San Francisco Bay. He is a visionary leader and a creative problem solver dedicated to ego-free collaboration, persistent consensus building, exceptional design quality, and the highest professional ethics. Tim graduated with honors from UC Berkeley’s College of Environmental Design and also received a minor in design at the theatre department.

Lance Lowrey, ASLA

Senior Associate

With 19 years of professional experience, Lance specializes in the fields of Landscape Architecture, Urban Design and Planning. Throughout his career, Lance has worked to deliver award-winning quality projects across a broad range of scales, project types, budgets, geographies and climates, including in desert environments. Lance believes that the ability to craft unique and transformative design solutions aren’t simply imagined but rather result directly from a process of working with clients and the project team to identify the fundamental issues, goals and desired outcomes that the project’s design must address. These core outcomes become the framework to begin crafting targeted and therefore meaningful design solutions; Lance believes strongly in design with purpose.

As a member of The Arroyo Group, Lance has supported the firm’s planning and streetscape projects in a wide variety of contexts. Particularly salient has been his work in developing pedestrian-priority streetscapes and complete streets plans and designs for public open spaces.

Anton Anderson

Senior Associate

Anton Anderson provides strategic planning services and related technology advice to a wide variety of professional services firms. He has worked in a variety of arrangements with The Arroyo Group for over fifteen years. Anton has developed and led the social media strategy for The Arroyo Group in Inglewood and Compton, while also facilitating discussions at public workshops over tough issues such as land use changes, revitalization and gentrification. Anton has worked with many companies, organizations and public agencies to develop a technology strategy, including a social media strategy, design or develop custom software, and provide hands-on IT support. He holds Bachelor’s degrees in Computer Science and Visual Arts from Dartmouth College.

Christian Morgutia

Associate

Christian Morgutia provides support work with The Arroyo Group, primarily providing graphics and GIS work for planning analysis and design. Christian’s specialties include conceptual design of parks, streetscapes and landscape design guidelines for all types of uses, as well as photorealistic renderings and graphics to help visualize ideas. His support work covers several areas, such as document preparation, research, outreach and community engagement material development. Christian enjoys working in team-driven environments and projects as well as working in underserved communities. A lifelong native of Los Angeles, Christian enjoys the opportunity to learn and engage with the diverse cities and communities of Southern California through research, planning, and photography, and holds a Bachelor’s degree in Landscape Architecture from California State Polytechnic University, Pomona.
