East Pasadena Specific Plan

The East Pasadena Specific Plan was written to restructure land uses in a 300 acre area adjacent to a future light rail station now built in response to the loss of over 1 million square feet of business park users due to corporate restructuring and changes in the Southern California economy in the early 1990s. The Arroyo Group's Specific Plan suggested ways to maximize East Pasadena's existing freeway and imminent light rail accessibility in order to reestablish major employment, retail, entertainment and industrial uses. The plan also suggested provisions for artisan live/work space. The Specific Plan recommendations were arrived at through an extensive community participation process. Community members worked with the The Arroyo Group team to create a vision for the area, evaluate alternatives, and arrive at a final plan recommendation.

This draft plan was awarded the Ahwahnee Award of Merit from the Local Government Commission.
